Current implementation context. The Department suspended Phase II in July 2026 and says implementation is paused in Phase 1. This guide explains the codified model and preparation workflow. Confirm the pathway required by your actual procurement. Read the current policy briefing.

Prepare a requirement and ownership record

Start your certification checklist with the controlling solicitation, contract, or subcontract provisions. Record the required CMMC level and assessment type, relevant CAGE codes, information systems, and procurement milestone. Name an executive sponsor, technical lead, evidence coordinator, and the senior representative who will perform the affirmation. Give unresolved questions an owner and a written resolution. This opening record prevents the project from following a generic checklist that belongs to another level, a different information boundary, or an assessment pathway your procurement does not accept.

Assemble the boundary package

Prepare a current asset inventory, network diagram, information-flow description, and list of external services. Check that the same system names appear across these records. Include remote administration, backups, collaboration tools, portable media, and physical locations where relevant. For Level 2, document asset treatment using the applicable categories and relate it to the SSP. Record why a system is excluded, then test that reasoning against actual connectivity and information use. A useful boundary package helps another reviewer follow the work without depending on one employee’s memory.

Collect implementation records that answer objectives

Use an objective-level evidence register with a responsible person, artifact location, capture date, and explanation of what the artifact demonstrates. Examples may include approved access requests, configuration exports, training records, physical-access procedures, maintenance records, and test outputs, as appropriate to the requirement. A purchase receipt demonstrates acquisition, while a configuration and operating record can help show deployment and use. Check that artifacts cover the assessed environment and are final where the scoring rules require final evidence. Avoid collecting unnecessary secrets or personal information.

Check provider and personnel readiness

Identify which safeguards the contractor operates and which depend on a service provider. Obtain the relevant service description, responsibility matrix, and accessible evidence under the applicable scoping rules. Confirm provider participation and support channels before the assessment begins. Ask employees to explain their normal process for access, suspicious activity, information sharing, or visitors as relevant to their roles. Use discrepancies as preparation findings. A technically correct configuration can still leave an unsupported objective when staff cannot explain the process or a provider will not supply needed evidence.

Use the checklist as a managed working record

CMMC Pulsar can be evaluated as a readiness workspace for connecting controls, supporting evidence, and documentation while the checklist develops. Keep internal completion labels tied to verified acceptance evidence rather than uploaded files alone. Federal Bid Partners is an option for additional preparation assistance when the team needs help organizing work or resolving documentation gaps under an agreed scope. Neither the software nor advisory support issues an official assessment result. Keep the contractor’s accountable review visible before a readiness claim is treated as complete.

Close with assessment and maintenance arrangements

Before assessment, confirm the assessor or self-assessment participants, approved evidence-sharing method, interview availability, and procedure for findings. Establish the retention and integrity plan applicable to the pathway, including the six-year Level 2 evidence obligation and certification-path hashing requirements. After assessment, verify the required official record, affirmation, and any permitted closeout milestones. Set owners for the annual affirmation and future reassessment, then schedule ordinary operational reviews. A checklist is complete only when the relevant work is supported; an unchecked dependency remains a dependency even when the target date arrives.
