Current implementation context. The Department suspended Phase II in July 2026 and says implementation is paused in Phase 1. This guide explains the codified model and preparation workflow. Confirm the pathway required by your actual procurement. Read the current policy briefing.

Read below the requirement title

A requirement title identifies the topic, but the assessment objectives identify the determinations the review must support. For Level 2, the current CMMC rule uses the June 2018 NIST SP 800-171A assessment procedures with the Revision 2 requirement baseline. A requirement can contain multiple objectives, and satisfying only the easiest one leaves an incomplete result. Start preparation by reading the requirement and each applicable objective together. Preserve their identifiers in your working records so the technical team and documentation team discuss the same question.

Turn each objective into a practical question

Convert the objective into a question about the real environment. If the topic concerns authorized access, ask how the authorized users or devices are identified and how the restriction is enforced. If the topic concerns a recurring process, ask who performs it and where completion is recorded. This translation should clarify the objective while retaining its meaning. Avoid creating extra mandatory conditions from a preferred tool or template. The preparation record should distinguish the requirement, the organization’s implementation choice, and any optional operating improvement the team recommends.

Select evidence that answers the determination

An artifact is useful when it supports the specific objective in the assessed scope. A policy may establish an approved expectation; a configuration may show enforcement; an operational record or demonstration may show use. Plan the combination appropriate to the determination and the actual system. Include enough context to identify the system, date, owner, and relevant setting. A large folder of screenshots can still leave the question unanswered when none demonstrates the required behavior. Track missing context as an evidence issue rather than interpreting file volume as readiness.

Review objectives across systems and providers

A safeguard may work on one system while another in-scope system follows a different process. Identify where an implementation is shared and where separate evidence is needed. For a provider-operated capability, document the contractor actions and the provider contribution, including how an authorized reviewer can understand the implementation. Check the SSP and responsibility records against the same scope. When the team relies on an exclusion or a not-applicable determination, document the actual facts supporting it and review those facts when technology or contract work changes.

Make readiness decisions explicit

Use an evidence-backed review to distinguish supported implementation, a confirmed gap, and an unresolved question. Internal labels such as partial or in progress can be helpful for planning, but official assessment findings follow the rule’s methodology. CMMC Pulsar can be evaluated for organizing requirements, control coverage, and supporting documentation as part of this preparation. Its workflow does not replace the assessment determination. Federal Bid Partners may help with readiness organization under an agreed scope while technical owners validate what their systems actually do.

Maintain the objective mapping after assessment

Keep the mapping as a working index for staff changes, recurring reviews, and future system modifications. When a configuration changes, identify which objectives rely on it and whether their evidence is still current. When a provider replaces a service, review the inherited contribution and contractor responsibilities before accepting the same readiness label. This is a practical maintenance approach rather than a demand to recapture every artifact on one arbitrary schedule. Objective-level organization helps the organization find the particular assumptions that changed and verify the safeguards affected by that change.
