Current implementation context. The Department suspended Phase II in July 2026 and says implementation is paused in Phase 1. This guide explains the codified model and preparation workflow. Confirm the pathway required by your actual procurement. Read the current policy briefing.

Confirm that a certification assessment is required

Before choosing a C3PAO, confirm that the procurement requires Level 2 certification assessment rather than Level 2 self-assessment. Read the actual requirement and identify the information systems that need the status. A third-party assessment engagement should match the organization’s required pathway and intended assessment boundary. Ask the prospective assessment organization to state the proposed scope clearly. Avoid comparing proposals until they address the same systems, locations, providers, and anticipated assessment activities; otherwise the apparent difference may come from omitted work rather than a better fit.

Verify current authorization through the official ecosystem

Use the Cyber AB’s current ecosystem resources to verify the organization’s authorization or accreditation as a C3PAO. A person’s credential, a consulting badge, or a company’s use of CMMC in its name does not by itself establish authority to perform a certification assessment. Confirm the contracting legal entity and the team that will conduct the assessment. Preserve the verification date and relevant engagement documents in your procurement record. Recheck if the proposed provider changes, rather than assuming an earlier search applies to a replacement organization.

Discuss independence and prior relationships

Explain which organizations designed, implemented, advised on, or operate the environment. Ask the C3PAO how it will review conflicts and comply with the applicable independence requirements. Keep the assessment role clear in statements of work and commercial discussions. Readiness assistance can help prepare an organization, but the assessment organization must make its own assessment decisions under the governing process. A provider should be able to explain the boundary between preparation support and assessment activity without implying that a paid relationship guarantees the findings or official status.

Make logistics and evidence handling concrete

Ask how the team plans interviews, demonstrations, facility access, and involvement of MSPs or other providers. Establish approved channels for sensitive artifacts, access duration, data minimization, and the handling of assessment records. Identify the contractor participants and backup contacts. Confirm how the final evidence list and hashing information will be coordinated and which records the contractor must retain. Do not send a full security packet through an ordinary sales form simply because a proposal is being discussed; agree on an authorized exchange process appropriate to the information.

Understand findings, closeout, and commercial scope

Request a written explanation of included assessment work, reporting, scheduling assumptions, and permitted closeout services. Clarify how questions and disputed factual observations will be handled through the applicable process. Separate optional readiness work from the certification assessment and identify who performs each activity. Conditional status is possible only when all relevant rule conditions are met, so a proposal should not treat it as the default result. Confirm costs and terms directly in the engagement; a public article cannot establish a universal assessment fee or guarantee an outcome.

Arrive with a prepared contractor team

Use your readiness review to reconcile the SSP, diagram, inventory, and supporting evidence before the assessment. CMMC Pulsar is a commercial option for organizing the preparation workflow and locating the records your team must validate. Federal Bid Partners may provide hands-on preparation support within a defined engagement. These roles can help the contractor prepare, while the authorized C3PAO conducts the certification assessment and the contractor performs its affirmation responsibilities. Evaluate the assessor on authorization, independence, fit, and clear process, supported by a boundary your own staff can explain.
